    I ran my 4ft with 1x54w 8000k and 1x54w 10000k when I was using DIY CO2. I added another 2x54w 6500k when I added pressurised CO2. What plants are you keeping/wanting to keep?

luwigia repens - low light but better with high lights, medium co2 suggested
    Echinodorus amazonicus - not sure
Echinodorus cordifolius - very low light and co2 requirements
    Hygrophilla - Which species?
Echinodorus parva - Do you mean Cryptocoryne Parva? - Low/medium light requirements, medium co2 suggested
Hygrophila polysperma - Grow like a weed - BL I think...
    Bacopa monnieri - Low/medium light, medium co2
Elodea - Grows like a weed

It means instead of 2 tubes you need 4 tubes giving you a higher watt to gallon ratio.

No, don't increase your lights and Bio Carbon will probably be fine with your plant choice. As hviviers said, it has to do with the amount of light on your tank. most of your plants want 0.25 - 0.5w/gallon

oky cool, found out that cold water changes is fine if i don't place back the fish until the water is warmer, the bacteria will still survive, thanx everyone.

Dude just make sure that in whatever container/bin the fish will be that you have a heater in their with maybe a small filter or airpump so water gets oxygenated. And also make sure that when you put your fish back into the tank that the water is the same temperature you could also introduce them like newly bought fish just to be on the safe side.
