Ito the thread algae - try twisting it off with a toothbrush. Hopefully will decline soon but manually get rid of as much as you can.

Dividing the tank will mean less volume so not something I’d recommend. If you divide it with something permeable then that won’t affect water...
I can’t really add much here seeing that I do exclusively low tech- the approach is totally different. Also haven’t used potting soil before....

Personally I would not go that small with shrimp breeding tanks - larger volume means more stable parameters
