It has got nothing really to do with the strength it is the kelvin rating, on most product info of tubes and bulbs it normally says 6500k or 4000k...
Try and focus on the following kelvin color for tubes, 6500k 8000k or 10000k these are the best lighting tubes for plants....

I personally feel a non aquatic plant does not belong in a fish tank. if it looks nice or not :-)
