Not a stupid question at all. The short answer is it depends. AC LED's are more finicky about being dimmed and the older dimmers need a big load...
With the 220v you would have to be careful but using pc water-cooling heater blocks and sealing the cob in a glass covered case it should be ok....
Its a pity its harder to drop the voltage on AC would love to see how much cooler it runs off say 200v. My cob led's haven't even registered on...

There are a number of led driver chips that can be controlled over serial from microcontrollers etc. But it's easier to buy the dimmers.
