@Moni inert means that the substrate does not alter the ph of the water and does not have any neutriants for plants in it. It is simply dead...

Start with some fast growing plants like vallis and a few others that will sort this problem out
The sand over time compacts and does not allow for oxygen exchange. Gravel is a lot better in this regard.
