I don't know what it is, but when in doubt, I suggest that the first thing to do would be to quarantine him to prevent it possibly spreading to the other fish.
I'll leave the rest to more qualified Gurus for diagnosis and treatment.

Pop eye is an bacterial infection caused by poor water conditions.
Do a very large water change and try not to overfeed.
start doing more regular water changes.
you can also add some floating plants as it will also help with better water conditions.

Do a large water change now, the good bacteria is not settled in the water column. 10% water change every now and then wont cut it) Even if you do a 50-60% water change now it won't harm your good bacteria, just don't wash the filter with tap water and remember to remove the chlorine and chloramine in the tap water before adding. Aught to help, you can even add a rooibos tea bag for some natural healing.

actually its not always a good idea to do massive water changes. this will unsettle your tank causeing ph swings as well.

the last thing you want your sick fish to do is handle the added stress of wildly changing water conditions.

it is in fact far far better to do 10% water changes every day or every other day. this will keep the water quality good and the water conditions very stable. you will find that this is a tried and trusted method that often means you wont have to resort to medications.

your guppy has a reasonable chance of beating the bacterial infection if you can keep the water quality good.

as mattie suggests, decrease feeding a bit for a few days as well.

keeping the fish in a floating tank in the same tank still exposes him and his illness to the other fish in the tank as they will still be sharing the same water.

he requires a tank of his own for quarantine purposes.

hope this helps and keep us posted on the little guy's progress.

    ;)

thanx Guys, hes in his own tank with own water ( not shared with main tank, just floating in it )
put some salt in and gonna try the Rooibos tonite
gonna stick to 10% water changes for now, water is clear n all levels read ok
gonna start feeding once a day only...
