My Oscar has developed a weird white coating over his pupil (this is inside the eye over black pupil)

I don't want him to go blind or anything,i have noticed that he will usually only show his side with his good ye when it's feeding time but he does seem to be able to track my hand with his bad eye.

I don't think my water is a problem (although i'm only going to buy a testing kit this weekend, didn't get a change to do it yesterday),i do 2x30% water changes a week with aged water.

Is this serious, what is it and how to i treat it?

Edit:This doesn't seem to be pop eye,the rest of the eye is fine.No swelling what so ever.

    Can it be Eye fluke?

Bruising is normal with Oscars,i kept good water quality and added a bit of salt as well as making sure the wounds stay clean.Scales coming off were due to a combination of stress and fighting, pale coloration was from the Oscar showing submission to the Dominant Oscar.Adding more Driftwood to break line of sight helped, scales are growing back slowly and both Oscars have taken dark coloration.

    I already do 30% twice a week,that's 60% water changes a week.

This is inside the eye, rest of the eye is fine.
