what I would do is this, look for some fish that ocupy the 3 difrent levels.
what I would do is maybe add 6 corries for the bottom, and 2 or angels for top and middle and and a school of black skirt tetras maybe a school of 6 or 10. but that me. there are a lot of fish a person could keep in a tank like yours you would just have to look carefully to see what is conpatible with each other

Single pair of angels, swimming in a bamboo forest.... anchor the bamboo canes to a piece of slate with Pratley Putty(standard setting).... tie bits of Windelov Java Fern to some of the nodes of the bamboo - looks Uber cool...

Little school of Cories buzzing roud the bottom - or some SAE's as "cleanup crew" and some Cryptocorynes planted in the substrate....

I think in order to give ideas of what fish to put in there, we need to know what height and width the tank is? Is it taller rather than wider? If so, then I would be weary about putting Angels in, as they need room to swim. But at the same time, angels also need a deep tank as they grow 'tall', so to be honest, I would go against angels. Rather go for some smaller tetras/rasbora sized fish in a reasonable shoal of one or two species, and perhaps a pair of Apistogramma as 'feature' fish? Cories and Otocinclus are great little guys, and perhaps for the top layers some hatchet fish?

At the end of the day, we can suggest all kinds of fish, but its you who has to live with it, and so it all comes down to your tastes?

    Regards
    G!
