Help Needed with Lighting on my 15 liter setup - DIY options?

Hallo Everyone,

I need some help and suggestions for these little tanks of mine, setup in photo below. I've been struggling with algae and I'm looking to get / make / pay someone else to make me, a light unit for these tanks.

Currently I've got Opple 20w - Model YPZ220/20-2S - T3 Spiral Energy Saving Bulb,Fluorescent Light Fixture,China Spiral Energy Saving Bulb Manufacturer - globes in there.

I'm getting loads of algae and practically no plant growth despite the fact that I'm dosing the whole Seachem range. Don't know if my tanks are not getting enough light or if they are getting too much. Does angle play a role?
@f-fish - should I rather replace these globes with the Phillips Tornado or the Phillips Genie?

Would it be possible to make a DIY light unit for this setup? Cost involved? Anyone volunteering?

 

You adding any CO2 ? ..

Try replacing one of them with a tornado - quick look at the stat and the lm/watt seems a bit low.
