Hairgrass (Eleocharis Parvulus) is blacklisted so you won't find it in shops... And if you do DON'T buy it... The fines for possession are heavy and you could even loose all your aquariums

Glossostigma Elatinoides, Staurogyne Repens and Hemianthus Callitrichoides that I can think of fast. They are all small leaves but the the HC is very fine. Give me some time and I'll check for grassy type ground covers for you

You could check out "dwarf sag", you could also try Riccia
    Also Echinodorous Tenellus.
Java moss but that isnt really going to give the grassy effect.

    Hope this helped

Dwarf sag and Echinodorus tenellus are blacklisted. Riccia fluitans aswell. Lillaeopsis Brasiliensis is a very nice grassy ground cover... People use it to create a lawn effect *whispers* and it's legal...

Wow so many plants are blacklisted. Cant believe that they could be that much threat to the enviroment.

thing with this BL is that with most of these plants theres no concrete evidence that it is invasive in our waters. from what i heard, some researcher does a study and finds that a certain plant is invasive in a nother country similar to our environment and they put it on the BL just incase.

This is true in most cases but in some cases plants have been added to the BL due to some idiot wanting to toss the plants but not kill it whom then dumps it in the local river systems... Because our rivers are very rich in minerals the plants then thrive and overpower the indigenous plantlife and in some cases like the hyacinth even become a problem
