Hi everyone, long since I've posted..been bussy lately..I have this 15L tank that was supposed to be setup 2weeks ago but I was away and totaly forgot about the tank..i was exspecting new fish which would arrive on the 7th of septemner..what i did do is i added tetra declorinator to a 10L buckle of water which I left to sit for one week with no flow in the bucket at all..I put 8L of that water into my tank yesterday as I completely forgot...I added a air stone.the 8L that's sitting in my tank with a air stone for the last 12hours. .will the tank be cycled enough to add those 5fish I'm expecting later this day?...I do have a 2month old established aquarium with 6guppies inside...I i put some I the water from their day about 1L will it be ok ?

If there are physical items in the older tank that beneficial bacteria could form on (it grows on surfaces of objects, as well as the media in filters) then you could move some into the new tank. Transferred water alone won't be suitable.
Perhaps ask the fish supplier/ retailer to keep the fish for you for a while until the new tank is cycled?

I have a hand full of gravel in the corner and one live plant in a pit and a medium plastic plant...I have 2 filters in there..the one has been in there since 2months but the other only works when the tank is full..maybe I could add that filter?..I have my filters on in the day and off in the nigh

Yeah if you can move the one filter that would help, assuming it doesn't dry out at any time - needs to be and remain wet. Even moving the plastic plant or some gravel into the new tank will help as it likely has bacteria on it.
Don't clean the inside of the glass on the new tank for a while- any beneficial bacteria that develops on there will help the process. Do regular, partial water changes as normal though.
You can buy bacteria starters pretty cheaply at LFS that will help the process along as well. Good luck!

If you keep a filter in the tank and even tho it's not on for like every week or 2..whatever beneficial bacteria in there will it still grow or die even tho it's under water?

Gravel, ornaments, plants and filter media are your best way to cycle a tank enough for a small bio load. I've started tanks like this but I've added fish in a few at a time. I haven't lost fish due to cycling issues yet. Just realise that this based on my experience.

    No.
Waste is waste, not beneficial bacteria.
I would suggest you get Seachem Stability or similar, and seed the tank as per the instructions.
With Seachem it is 8 days.
You can add the fish sooner, as long as you complete the seeding cycle.

Water does not contain beneficial bacteria.
To transfer beneficial bacteria you would need filter media where the bacteria can live, reproduce, and have water flow over it.

With fish and other livestock there are no shortcuts.
Do things properly if you care about the livestock.

What fish are you planning on keeping in the 15 litre?
What filtration do you have running in the tank?
Filters are meant to run permanently. They are not there only to keep the water clean, but also act as breeding ground for beneficial bacteria.
By switching the filters off at night, you are killing the beneficial bacteria, and pumping the toxic waste back into your tank the next morning.

My suggestion would be to basically restart the older tank as well.
Do a 50% water change, after vacuuming the gravel in the tank.
Fill the tank with dechlorinated water.
    Keep the filters running permanently.
Seed the tank with Seachem Stability or similar for the recommended period.
Do weekly water changes, and clean the filters in the water removed during a water change.

The tanks I've done like this were two 3fts, a 2ft and two 1fts. If you can find something like scape backup that will also help speed up the tank with growing more beneficial bacteria.

That should be fine for 5 guppies. Just keep your water parameters consistent.
