I noticed in one of the forums there is a "black list" of plants and fish.

Does that mean we are not allowed to keep thos plants/fish? Any reason why? Where is this governed from?

Yes it means they are not to be kept or imported. Mostly due to invasiveness of the species....

Department Agri and DEAT enforce it.

Basically because you get idiots that get fish young and when the fish grows too big for the tank, they release it into the wild.
There is a link on one of the pages wrt pleco invasion, such a harmless fish that has turned bad.....
Do a google search too, there is lots about it..
