If you guys had a non- heated 1700x600x800 tank in the garage , due to the amount of electricity the heaters take , it's a cold water tank -in winter below 20 degrees , and summer about 26 degrees , what single specie would you guys stock it?
non small fish , just one or two big fish?

This is tricky to say, since we ourselves don't know the exact temperatures you'd expect, and "below 20 and up to 26 degrees" is a pretty massive range. Granted, the 600 litres you have won't heat up or cool down too rapidly, but there aren't too many fish that would happily live in that range of temperatures over a year.

Besides your coldwater regulars, mentioned above, the only other common fish that would be alright below 20ish degrees might be some species of tilapia or catfish (barbel) - local, big, and messy types of fishes. The keeping of local species is also a bit of a legal wobble that you might want to do some reading up on (start here). Barbel themselves would likely outgrow your tank anyway, given a few months.

There are more species that you could simply purchase, but I feel that they're smaller than you'd like. Why, specifically, do you want big species?

    Regards,

I have a 18000 L pool, 4 black solar panels, vinyl cover and pump going from 10 am till 3 pm and yesterday the water temp was 20 degrees. Surely you can work something out that can get your temp, on an 700 L tank, higher. Covering the tank during night time will also help.

solar panel isn't a bad idea...
    I need something to bring/hold at least 600watt (2x 300w Jägers)
    are those panels pricey?
blanket at night is an option yes ...

Or eat it when it gets too big as releasing it would not help our local fish stocks. Bass are an invasive species

bass can handle these temps right?
    18/19 in winter
    26/27 in summer
A large mouth would eventually outgrow this tank?

Not exacly sure of the adult size but a high fin loach might work.

    These get huge.
They are quite interesting as youngsters, but as adults look quite ordinary
