That's a strange place for Angels to lay.
It usually happens on a smooth vertical surface. Mine seem to like the filter pipes.

In a community tank they will always eat their eggs. The pressure from the other fish is just too much and they then eat the eggs rather than let some other fish get lucky.

In order to successfully raise fry, you have to:

Keep the pair in a separate tank to spawn.
Have the same light conditions 24/7 till free swimming.
The parents will move the wrigglers around - do not panic and leave them be.
    Minimize traffic around the tank.
Wil become free swimmers in about a week.

    From free swimming stage:
Do daily water changes - difficult as you have to avoid sucking fry up.
Keep tank and water as clean as possible.
Feed live BBS a few times per day
Remove parents a few days after free swimming stage if you really want to raise the fry.

I tried to keep the pair with the fry. What I see happening is that the pair stop taking food. They snack on the fry when they get hungry and will only take food from you again when all fry is gone. Takes about a week to 10 days to finish them all off! During this time they will herd the fry into one section. Take fry regularly into their mouth, swirl them around like cleaning them and then spit them out with the herd. They might even spawn again while there is fry left. They do not hurt or mind them near the new eggs, but eventually they eat them all.

I might be wrong in my observations, as I got too lazy to do the daily water changes and did also not feed enough BBS. So the fry might have died and were then eaten.

I will dedicate more time to it this time around, as I do not have space to move the parents to.

    Not necessarily.
My one pair manages to keep the other fish away for a day or two.
But the Plecs always seem to get them at night.
