Starting the planted tank and decided to go small and per species. Got smallish tanks, but my question is this. What would be the minimum lighting, air etc for small 47x22x30 tank ? Budget budget budget ... aka the hobby killer is striking again, so any advice would be much apreciated.

If you're on a really tight budget , go for daylight energy saver bulbs (CFL) and your common household fittings. This way you don't need any ballasts. With 3 bulbs it should work out around R100 or less.
