Hi guys,im new to the forum here but have kept tropical fish before,im thinking of setting up a little planted tank in my hostel room, what ive planned so far is.

Lighting : 2 x 30W 6500K energy savers
Tank : 47x22x26
Substrate : Pool Filter sand
Filter : Internal power filter or HOB
Heater : 150W Jager
Dosing : Tetra Plantamin and aquasafe for water changes

Now some Questions
1: Wil I need to add anything else in terms of supplementation for the plants
2: Wil that substrate be fine
3: Wil the lights be fine
4: What flow rate filter in each of the 2 filters
5: Wil i need to buffer the ph in anyway when im using normal tapwater and aquasafe
6: How deep should I make the substrate
7: How many small to medium fish will I be able to keep
8: How long wil the tank take to cycle

Welcome and if you are going the CFL route try and get VHO or HO CFLs. They have a better Lumens/Watt rating.
