Is it practicle to have tanks on a UPS? Does any body have this if so what specs?

No not really. UPS's are designed to run for a very short time, just enough to shut down your pc generally.

Something like this http://www.homebackuppower.co.za/ is very suitable to run an aquarium off since it is true sine wave (better to run pumps off this rather than modified sine wave) and they are designed to run a long time.
