White spot on betta fry?

I have lots of betta fry in two tanks. there are about 20 in tank A and 30 in tank B. A few the fry in both tanks has two or three spots on them. Is this white spot or not? Or could it be just scales showing. Their parents were dragon scale. The fry are almost 3 weeks old. Sunday they will be exatcly three weeks old.

If its Ich..it will be raised "Abov " the scales of the fry....if so..treat ASAP...lots of threads on here how to...
