How to start a new Freshwater Tank

Ive been out of the auarium thing for bout 5 years now, i had a beautifull tropical 400L tank. then my Moonlights got white spot, i gave a bit to much meds and all my fish died. now 4 yrs later, im ready to start up agian, only problem is, i cant remember how to start, my first try failed miserably. can anybody help?

Please help me with pointers on how to do basically everything, i used to have a gorgeous tank, but i accidentally killed everything when my moonlights got whitespot completely forgot how to start off.. and my first sole attempt was a horrible failure coting the lives of bou 10 fish please help...
